HSDPF brings national and county government, development partners, professional bodies, academia, finance, technology and business into structured dialogue around health-system priorities, financing, capability and implementation. Across the three forums, all 47 counties were represented cumulatively.

The platform was designed to bridge skills, knowledge, technology, policy, workforce, facility and financing gaps at national, county and service-delivery levels.

County governments progressed the registration of priority health PPP needs and strengthened the capacity of county PPP nodes to identify and prepare projects.
World Bank Group and county-government deliberations contributed to the first World Bank-county government financing mechanism within the Transforming Health Systems for Universal Care Project.
Later HSDPF work carried One Health and cross-sector priorities into FEEW Nexus and strengthened crowding-in finance and programme-development mechanisms, including PDPO.
